Since December 2024, Bioma has led ANEOR's institutional communication strategy, developing an integrated communication model that has repositioned the association as one of Brazil's leading technical authorities in the road infrastructure sector.

Rebranding

The initiative began with a comprehensive brand repositioning and the redesign of ANEOR's institutional identity, but quickly evolved into a long-term strategy focused on strengthening authority, fostering institutional relationships, and expanding the association's public presence. Rather than simply producing content, Bioma transformed ANEOR's communication into an integrated ecosystem, bringing together strategic planning, narrative development, audiovisual production, institutional relations, and digital communications within a single, continuous operation.

Tailored Communication for Every Audience

The strategy was designed around the diverse audiences ANEOR engages with every day, creating distinct messaging, formats, and communication channels for each stakeholder group. The new website became the association's primary platform for technical content, institutional positions, and strategic industry information. LinkedIn evolved into a channel for in-depth analysis, thought leadership, and discussions aimed at executives, technical specialists, and public policymakers. On Instagram, the communication adopted a more visual and accessible approach, making complex infrastructure topics easier to understand and more engaging for industry professionals. Meanwhile, the Conecta Newsletter and WhatsApp channels strengthened direct communication with members, delivering timely updates, business opportunities, and continuous coverage of the association's key initiatives. This editorial architecture enabled every communication channel to play a complementary role, expanding ANEOR's reach while maintaining a consistent institutional voice across all platforms.

Building Authority

The communication strategy became a direct extension of ANEOR's Board of Directors and institutional relations efforts, strengthening the association's presence alongside the Ministry of Transport, DNIT, and Brazil's leading infrastructure organizations. Beyond the continuous production of content, Bioma develops institutional presentations, technical materials, speeches, videos, publications, and communication assets for meetings, public hearings, conferences, and high-level strategic events, helping elevate ANEOR's participation in the country's most important infrastructure discussions. Bioma has also produced audiovisual projects that reinforce the association's institutional positioning. These include ANEOR's official institutional film, created to demonstrate the impact of road infrastructure on people's daily lives, and the presentation film for the National Program for the Expansion and Modernization of the Federal Highway Network, developed to support one of the association's most important policy proposals.

Communication That Brings People Together

The strategy also strengthened ANEOR's regional presence through debates, workshops, technical courses, trade fairs, and industry events held across Brazil. These initiatives bring the association closer to its members, expand dialogue with regional companies, and create ongoing opportunities for collaboration among government agencies, the private sector, and infrastructure specialists. Many of these events feature senior public officials, including Fábio Nunes, Director of Highway Infrastructure at DNIT, fostering high-level technical discussions on public procurement, project delivery, innovation, and the modernization of Brazil's road infrastructure. At the same time, the communication strategy has increased the visibility of ANEOR's engagement with the Federal Government and institutional partners, highlighting the association's active role in strategic national discussions. Among these initiatives are ANEOR's contributions to debates on integrity and governance, developed in partnership with DNIT and the Infrastructure Integrity Forum, as well as its participation in discussions on innovation, modernization, and infrastructure planning promoted by the SINICON Infrastructure Forum and other leading organizations in the sector.

From Communication to Institutional Leadership

Throughout the project, communication evolved from a promotional function into a permanent instrument of institutional engagement and strategic influence. This transformation culminated in the creation of the Compromisso Infra Rodovias platform and in the development and communication of the National Program for the Expansion and Modernization of the Federal Highway Network. Together, these initiatives strengthened ANEOR's ability to mobilize members, industry organizations, technical experts, and public officials around a shared vision for the future of Brazil's transportation infrastructure. More than increasing the association's visibility, the project demonstrated how a strategy built on storytelling, credibility, and content technology can turn communication into institutional influence—enhancing ANEOR's ability to shape discussions, build consensus, and establish itself as one of the country's leading technical voices in the infrastructure sector.
